UGC to universities: Refund admission fee on cancellation, migration

Universities and colleges have been asked to fully refund fees of students on account of cancellations of admissions or migrations that are requested till October 31. This is only for the academic session 2021-2022 as a special case, the University Grants Commission (UGC) has said.

In a letter to the Vice Chancellors of all universities and Principals of all colleges, the UGC has said, “In view of the financial hardships being faced by parents due to lockdowns and related factors, a full refund of fees should be made on account of all cancellations of admissions/ migrations of students up to October 31, 2021 for the academic session 2021-2022 as a special case.”

On July 16, the Commission has released the academic calendar for the session 2021-2022.

UGC has directed higher educational institutions to conclude admission process by September 30 and commence classes on October 1.

October 31, is the deadline by which universities and colleges have been asked to fill up the remaining vacant seats.

The Commission has made it clear that the entire fee, including all charges, should be refunded ( there should be zero cancellation charges) on account of cancellations/ migrations up to October 31, 2021.

On cancellations or withdrawals made after October 31 till December 31, the Commission has asked universities to refund the fee after deducting not more than Rs.1000/- as processing fee.

The teaching-learning process may continue in offline/ online/ blended mode, the UGC has said.

On the new academic calendar which begins on October 1, 2021 and ends on July 31, 2022, Education Minister Dharmendra Pradhan has said, “This is a forward-looking step to safeguard the interests of students and prevent academic loss.””
